Flexport General Quote Terms
By requesting or accepting goods or services from Flexport Inc., and/or its subsidiaries and affiliates (collectively, “Flexport”), the Customer agrees to the following terms and conditions of service (“Terms and Conditions”).
Flexport may from time to time change these Terms and Conditions. Any changes are effective immediately upon publication on our website at www.flexport.com/terms.

These Terms and Conditions govern quotes issued by Flexport.
The Merchandise Processing Fee is a charge imposed by U.S. Customs at 0.3464% of the commercial invoice value with a $26.79 minimum and $519.76 maximum per U.S. Customs entry.
The Harbor Maintenance Fee (HMF) is an additional charge of 0.125% of a shipment's value, charged by U.S. Customs for ocean shipments entering the United States.
The Insured Amount = 110% of (Total Invoice Value + Total Freight Value + Customs Duties).
Hazardous Materials or Dangerous Goods - Customer warrants and represents that it shall not tender or cause to be tendered to Flexport any Hazardous Materials or Dangerous Goods (“DG”) without notifying Flexport in writing of the existence of such DG and calling to Flexport’s attention the hazardous nature of any such commodity prior to such tender. Flexport shall have no obligation to accept such DG for handling and shall have the right, in its sole discretion, to refuse to perform any services with respect to such DG. In the event that Flexport, in its sole discretion, should decide to handle such DG, customer acknowledges that additional charges may apply.
U.S. Customs - U.S. Customs brokerage services are provided by Flexport’s wholly-owned subsidiary, Flexport Customs LLC, a licensed customs brokerage with a national permit.
Importers into the US please note, per 19 CFR 111.29(b): If you are the importer of record, payment to the broker will not relieve you of liability for customs charges (duties, taxes, or other debts owed CBP) in the event the charges are not paid by the broker. Therefore, if you pay by check, customs charges may be paid with a separate check payable to “U.S. Customs and Border Protection” which will be delivered to CBP by Flexport Customs LLC.
International Ocean Shipments - Ocean Full Container Load (FCL) Services: Shipper’s receipt of a Flexport rate quote (“Quote”) and subsequent booking of cargo constitutes acceptance of the Quote’s rates and terms. Flexport may amend Quotes prior to cargo receipt. Flexport will notify shipper of all Quote amendments via Flexport’s online platform. Any amendments to accepted Quotes will be deemed approved by shipper, unless Flexport receives notice of booking cancellation prior to taking possession of cargo. If you prefer to approve each Quote amendment, please visit your User Profile at www.flexport.com to adjust your preferences.
International ocean transportation and ocean freight forwarding services are provided by Flexport International LLC, a licensed Ocean Transportation Intermediary FMC# 025219NF unless otherwise noted on the Ocean Bill of Lading issued to Shipper.
U.S. Ocean Trade Lane - Pursuant to U.S. Federal Maritime Commission (FMC) Regulations, this Quote includes the Negotiated Rate Agreement (NRA) issued together herewith. Acceptance of this Quote includes acceptance of the NRA. The NRA is subject to the below terms:
- Service provided pursuant to the NRA is subject to Flexport’s governing rules tariff, which is accessible at www.dpiusa.com in compliance with FMC Regulations as provided in 46 CFR 532.7.
- The NRA is effective for this shipment only and final price is subject to the final weight and measurement by the Ocean Carrier.
- For less than container load (LCL) shipments, there is a minimum freight charge of $75.00
- THE SHIPPER’S BOOKING OF CARGO AFTER RECEIVING THE TERMS OF THIS NRA OR NRA AMENDMENT CONSTITUTES ACCEPTANCE OF THE RATES AND TERMS OF THIS NRA OR NRA AMENDMENT.
U.S. Trucking - U.S. trucking services are provided by Flexport International LLC, an FMCSA licensed property broker USDOT #2594279 and MC#906604-B, pursuant to its U.S. Domestic Truck Broker Terms and Conditions. The rates specified in Flexport's Standard Trucking Accessorial Rate Sheet apply to all trucking services, unless otherwise agreed to in writing by Flexport International LLC, and is available upon request.
Transit Times - All transit times provided are estimates only and are not guaranteed. Estimates are based on underlying carrier schedules when available and assume timely customs clearance. Transit times are subject to change without notice. Questions? Contact your Flexport team.
The party receiving this rate quote agrees that rates, charges, terms and conditions offered in this quote, shall be kept confidential. Any breach of this confidentiality agreement may give rise to a cause of action for damages and all other equitable relief available by law or equity
